Sure you could squeeze the bulge out, but you are then work hardening the metal and it will eventually fail with possible disasterous consequenses. Now, a bulged barrel may not be a dangerous condition, but emphasis on the "may". At some point, the barrel was obstructed and the firing of a cartridge caused the steel of the barrel to exceed its elastic limitations. I would not feel comfortable using it.
