I was able to live with the 16.6 - 16.9 lean steady cruise as it wasn't surging and I had to work to keep it there. I thought to leave it alone but then I had a revelation. Acceleration is normal, heavy throttle cruise is mostly ok. Idle is ok, maybe a little rich, but doesn't stall or surge. I've covered the basics. Timing, compression, vacuum leaks, all ok now.
